Hmm, was it? Walters couldn't write dialog "we are killing everyone so they won't get killed" thinking that players will think that it's right. Or could he?

I think the catalyst purpose was, instead, to show that machines can never be foolproof. In facts, reapers kept reiterating their ''solution'' for many cycles, but it was a failous solution, so it never worked, until shepard showed the catalyst the error of its ways, and took its place choosing to control reapers. With that solution, shepard became the new catalyst.

I would imagine it would have to be a reaper developing a self preservation instinct. The logic being that death is inevitable, either from an attack by organics or the organics will have used up all resources in the galaxy within the next 10.000 cycles.
