He's dependent on the Griffon Bow. Without Opportunity Knocks or Longshot, he simply can't compete at range with any ranged kit. With the Griffon Bow and Easy to Miss, it becomes relatively safe to plug all 3 shots into the enemy. Considering you need to be that close anyway to make use of over half his abilities, the Griffon Bow winds up being the best option; it even helps with Stealth's cooldown.
If you want the most mileage out of Hunter, I personally feel its best to play it as a melee class. If its especially dangerous, you always have the option to sit back (although you will probably wind up drawing aggro that way).
