I don't think so.
No. Only our characters magically take more damage from bullets because they aren't crouched next to an inanimate object.
Instead, enemies gain by DR other stupid means, such as Phantoms being immune to bullets because they are moving or doing mall ninja flips
I've gotten the impression that enemies take less damage while laying on the ground or while doing their "I'm electrocuted" or "I'm on fire" animations.
Also don't forget that enemies do get a pretty big % of DR upon spawning for like 6 seconds. So Phantoms become effectively totally invincible.

The exact opposite, if anything their DR is removed and are more vulnerable in cover. The legendary Phantom DR is nonexistent when she is in cover, making it the easiest way to kill her.
The Phantoms loses her DR in cover because she's standing still, though. There is nothing about being in cover that takes DR away from enemies, generally speaking. I know you probably didn't mean it this way, but just to be clear.

Any enemy is effectively invinsible upon spawning, for a short while, then their DR goes down gradually. This is one of the main reason for "failed" missiles.

You know guys, I've noticed this too, especially with the GE. I thought I was just missing more pellets/not hitting the head because of the bend over animation, but it's happened so much that I think I can say I've experienced this too. This is very interesting... I'd love if someone could test this... Uhm...
I just notice it for fallen enemies, but I always assume it's a harder to hit hit-box situation. ie. Sub-Netted enemies get changed hit-box from my experience even at point blank range when I'm playing with the Kishock Harpoon Gun. So I guess this could also apply to frozen abominations as JRandall pointed out. As it doesn't make sense for frozen enemies to get DR unless more lolBioWare bugs.

Quirky hitbox, would be hitting them and them not recieving damage, like Marauder's with their glitched heads or the Geth as you mentioned. But here, they do get damaged, but less. For exaple - usually 3 shots from a disruptor Valiant would kill a Centurion if all 3 hit the torso. But if he's doing "I'm tazored" dance sometimes it takes 4 or 5, And that means reloading.
The frozen abombs is simply that they don't explode until the cryo effect wears off. They're dead, but if you killed them while frozen then they need to thaw out before they go boom.
As for the other thing...it is only with guns you guys have noted the DR, or also with powers? Should be pretty easy to test with the latter.

That's my guess because some hits appear to do full damage and others whiff completely. That's definitely not DR at work.

Nope. I can see the bullet hit, and they take damage, but less. Sometimes a lot less.
It's pretty easy to see a Valiant shot hit a Centurion to the torso. It's not like I'm shooting an Indra.
