The former delivers the character perfectly. I have to mention the spacing, the emphasis ms Moss uses, that's... well, I don't hear Carrie-Anne Moss there but I hear Aria speaking. And that's the best thing you can say about an actor.
And Courtenay Taylor... she adds a special depth to the character. It is something behind, between the lines. Especially if you engage the paragon romance with her, and she tries to speak like a badass biotic ****, but you hear that she's struggling with her voice, you actually see that she tries to hide the quivering of her voice. That I found really touching.
Anyways, as for the best actor in the game, of course I'd say Martin Sheen. But for voice acting specifically, he only takes the third place. (Well, he didn't have a chance to shine yet, at least when speaking of extreme situations
edit: Special mention: Mordin. Mordin, Mordin and more Mordin.
btw, the game-registering site is down, or am I missing something? Maybe the problem is with my browser, I know 'BW social' is not exactly fond of Opera.

But Mordin - good Lord! It's like hearing William Shatner reading an xteenth century biology book edited by e e cummings while juiced on 10 Red Bulls and a bit of helium! I didn't have an emotional reaction to Mordin, but more of an immediate, visceral reaction to him - 'No more drugs for THAT man!' It's quite rare to find a character that can draw that strong reaction. And as I go through more interactions with Mordin, my appreciation for the voice acting only growns. So as of this moment, my vote goes with Mordin.

I'm not that far in yet but so far Shepard once again is a delight to listen to (both Ms. Hale and Mr. Meer) and though I can't remember the fellow's name who voices Garrus, it really seems like that voice has matured in a believable way that coincides with the character's development. He sounds wiser, there is nuance in his words.

I thought she'd end up a one-dimensional caricature of the tattooed tough girl thanks to the ads. I was pleasantly surprised to find out that she's a real character (moreso than Jacob in my opinion).
It's really hard to pick a single best voice actor. At the moment, I'm particularly pleased with Courtenay Taylor, Liz Sroka, Jennifer Hale, Michael Beattie, and Brandon Keener. Er, yeah, I really narrowed that list down, didn't I?

P.S. - Don't know who voices them, but I need to throw out a special mention for the two engineers on the Normandy which are both great (and the guy has sort of a "Scotty" quality to him too - although I think he's Irish and not Scottish

Yes sir! I totally forgot that she is Australian; I'm a big Chuck fan, so I'm used to hearing her speak with an American accent. Which she pulls off very well!

lol i would watch Chuck if i could ever manage to see the first episode on tv i just like our accent suits the kinda role miranda plays,kinda like heath ledger's australian accent made the joker sound even more insane in the dark knight....our accent is just evilFree Gobbie wrote...

Yes she was great (and by far still the best VA in the game) but I can't help feeling that there was a certain "je ne sais quoi" missing in her performance this time around. Could be the VA direction that is at fault or perhaps it is likely my dislike of the sequel that is clouding my judgment.
On a different note, I thought Carrie-Anne Moss did a brilliant job as Aria T'Loak. Martin Sheen unfortunately sounded too much like Martin Sheen to feel erstwhile to my ears and I think he overacted a tad as well, also it was probably just me but I couldn't help feeling that the face of TIM just wasn't congruent with the voice. Also noteworthy was the VA for Tali and Simon Templman as Admiral Gerrel. Apart from that no one else really stood out.

If by evil you mean bad ****! Nothing is cooler then an australian accent. It's cool, sexy, and tough all at once, I don't think any other accent is all three so strongly.
I HIGHLY suggest you watch Chuck it's a great TV show, and Strahovski is a freakin goddess.

Mordin is my favorite. I already started to love him for his meaningful breaths, but his singing was the last nail.But I suppose, the game character plays here a bigger part)
Voice acting for Jack is really good,you notice that if you go for paragon romance.
Meer nailed some of his phrases perfectly,especially for renegade-style.Just try shooting Conrad in the leg
And i don't know about acting, but voice of Shoreh Aghdashloo was strangely captivating and fitting for a quarian.
And I almost forget about greatest of the cerberus crew - irishman engineer Donnely

But the best acting has to go to EDI (Helfer), Garrus, Kregger (Baldwin), and Illusive Man (Sheen) in no order.
Helfer is in there becasue whenever I hear "That was a joke" i crack up.
