I would have to say Keith David, Seth Green, and Tricia Helfer. Those are my three favorites

Whoever does Mordin get's the node from me. After that, I find Tali's voice/accent enjoyable to listen to. Whoever does Jack comes the closest to playing a 'hardass chick' that wasn't entirely cliched/terrible. Unfortunately I'd say my least favorites are my two Cerberus buddies: Jacob and Miranda. I found both to have pretty forgettable/trite storylines (which didn't help), which tied into few moments for nice voice acting. They do what they can but it's still pretty weak. I have found EDI pretty weak so far too, but she's playing the 'straight man' to Seth Green's joker, so can't fault her too much.
I found the entire Quarian sequence to be incredibly well voice acted. In addition to listening to a veritable who's who of video game voice acting, each of the different quarians just really nailed their parts. A joy of a mission to experience.

Yes sir! I totally forgot that she is Australian; I'm a big Chuck fan, so I'm used to hearing her speak with an American accent. Which she pulls off very well!
If by evil you mean bad ****! Nothing is cooler then an australian accent. It's cool, sexy, and tough all at once, I don't think any other accent is all three so strongly.
I HIGHLY suggest you watch Chuck it's a great TV show, and Strahovski is a freakin goddess.) it depends on the person if it sounds good or not some australian accents i have heard sounded horrible

Chuck is funny, well written, action packed, full of twists, and just a top notch show... the fact fans actually managed to raise enough money and convince NBC to uncancel the show backs up it's awesome.
Think the Office spliced with Alias.
And Strahovski is just... GAWD... AMAZING!

I can't pick one actor in particular because the VA in ME2 is possibly the best I've ever heard in a video game. I can't think of one character, save for male Shepard, who doesn't deliver. However, I'm going to give the voice casting director a special shout out for casting Shoreh Aghdashloo as the Quarian who was looking out for Tali. Her voice was just a perfect compliment to Liz.
