Store refuses to load.

Alright, so since launch whenever I try to load the multiplayer store, the game moves to the soldier moving around behind the counter with the statement at the bottom of the screen saying "Downloading Data. Please Wait..." and it never changes. I've not brought this up before since I've been too busy playing single player and figured that it would've been fixed in a patch by now, but nope nothing. I've done searches about this and come up with nothing and am starting to wonder if this is some problem unique to me. In case it is relevant I am playing the deluxe digital download version for the Xbox One.
I had the exact same issue for deluxe digital download on Xbox One.
Here are two solutions, the first is easier than the second, if it works:
- Hit the X/home key on your controller to minimise the game.
- Select your profile at top left of screen
- When prompted 'who are you?' choose another person's profile or 'add guest'
- Select the profile at top left of screen, again
- When prompted 'who are you?' choose your own profile 'Choose this person'
- Select DAI from the home screen
- Your store should now open.
Second more intensive solution:
- Restart the console. Turn off the console by holding the Xbox button on the front of the console for approximately 10 seconds. The console powers down.
- Turn off the internet router for 30 seconds.
- Turn the internet router back on.
- Turn the console back on by pressing the Xbox button on the console or the Xbox button on your controller. Note If you don’t see the green boot-up animation when the console restarts, repeat these steps. Make sure that you hold the power button until the console completely shuts down.
- Clear the local saved games. SETTINGS-SYSTEM-STORAGE-CLEAR LOCAL SAVED GAMES. YOU WILL NOT LOSE ANY INFORMATION.
- Delete and re download gamer tag. SETTINGS-OTHER PEOPLE-REMOVE ACCOUNTS-DELETE YOUR GAMER TAG.
- Re-add my gamer tag at sign in button top left. THEN ADD NEW PROFILE AND RE SYNC YOU ACCOUNT WITH YOUR MICROSOFT PASSWORD AND USERNAME.
- Restart the game. It says 'Syncing data for Dragon Age Inquisition...', which does take a couple of minutes, be patient. Then back to the load screen and it says 'connecting to EA servers'
- Open multiplayer.
- Open store
