For anyone who did the Crestwood region's main quest (not the Inquisitor quest, but helping with Crestwood's main "problem"), did you notice how the sub quests were tied in mechanically to the top-level quest? I think things would have gone more smoothly for the opening hours of the game had the Hinterlands worked this way in the beginning.
I think "Helping the Refugees" should have been a top-line narrative request for the center of the Hinterlands, the only quest you would be forced to complete before Val Royeaux. This could have enveloped the crazed mages and templars, the East Road Bandits, and the Mother Giselle quests.
I'm sure that if these were completed, not only would the refugees (and inquisition scouts) be significantly helped up front, you would have enough strong reputation (power points), and a natural breaking point, to visit Val Royeaux. The game could have even forced you to go to Val Royeaux at this point, to teach you that it is ok to leave and come back to areas, and give you Corporal Vale to teach you about the relationship between agents and perks.
Instead, even at the point where Crestwood becomes available (Skyhold and a bank of power points potentially in the dozens), the refugees are still waiting for me hunt and package up 10 racks of ram for them. What I think would make more narrative sense (and give a more favorable initial impresson of the game) is to have the Herald clear bandits out of the ram hunting grounds for the refugee hunters to get the meat themselves, and attach this task to the East Road Bandits quest so that it is taken care of early on. If even one player took a look at the ram hunting quest, and bolted from the game never to return, that's one too many.
