With the right power combination of course he would be too OP. Add dark channel to a vanguard and the game gets too easy. Dark channel and biotic charge is enough for anything. Add a third power from the vanguard to your liking (for example shockwave) and you should have a best possible character for MP.
Would Commander Shepard be consider too OP in multiplayer?

Would DC and biotic charge really be worse than cluster nades or lift nades and biotic charge? DC and BC are both CD dependent.

Is Shepard using a Harrier?

Maybe playstyle dependent. I tried dark channel on my vanguard shep in SP and didn't use one squadmate power the whole Omega DLC. Can't remember if I used any other power from my Shep. I don't think so. Result: an easy walk on insanity. Anything including Adjutants was dead in seconds.

ME1 shepard adept would **** all over in ME3 multiplayer.
*ME1 Vanguard Shepard with singularity bonus power.
That way we can have immunity, broken biotics, and adrenaline rush to reset all cooldowns instantly.
And barrier.

On bronze, maybe.
Yeah pretty much. Sad fact is, Shepard would get slaughered in multiplayer. He just doesn't have the combat ability of the MP N7s. He's a leader, not a fighter, in a sense.
Is Shepard using a Harrier?
Nope. Just a pistol, like all cutscenes in the game.
If we go by killcounts, then Shepard is a whiny little mangina compared to a good number of individual MP kits. Hell, he can't even headbutt, hate-surf or jiggle his bumbums (which are human and thus already infinitely inferiour to quarian jiggly bumbums). Plus he's such a scrub that he needs to use missiles to clear the mission wave on Priority: Earth.
Shepard worse than Volus Engineer!
How many Reapers did Shepard kill exactly?
He didn't kill Sovereign, that was Joker+5th Alliance Fleet. He killed Saren as Sovereign used it as avatar. Neither did he kill a Reaper in ME2, the construct was unfinished, what Shepard did there was bashing in a toddler Reaper-Seal's head. And he didn't kill any Reapers in ME3, Kalros and the Quarian Migrant Fleet did the deeds. Likewise didn't he kill any Reapers in the end, the Crucible+Catalyst were what killed them, Shepard merely pushed the button/shot the powerline. Anyone at the same place and time couldn't accomplished that.
So, your point was?
That's what I was saying earlier. in an actual fight, there's nothing special about Shepard. Compared to other N7s, he's actually really subpar, requiring entire teams of support to accomplish HALF of what others do solo.
