Multiplayer related questions for the Devs

I had a couple of questions with regards to what can and cannot be changed through patches/balance changes, and the lull period between the Destruction DLC and Dragonslayer DLC.

 

When it comes to balance changes, I remember you guys said you could change the numbers for certain abilities (ie. Damage, Cost, Cooldown, etc). New effects needed to be added in a patch. My questions are as follows:

 

1) Could you add an existing effect to an ability or passive, or does this also need to be done in a patch?

2) Can abilities be swapped between multiplayer characters without a patch?

 

Finally, I wanted to find out about why there was a fairly long wait between the Destruction DLC and Dragonslayer DLC. There were a lot of people concerned by the long wait (including myself), and many who were former ME3 MP players were hoping that new DLC releases would occur more frequently. But rather than be abrasive, I want to understand why there was an extended wait.

 

Is the team for this games MP smaller than that of ME3?

Were there not enough funds for the department to roll out DLC as quickly?

Were there issues with devoting a team specifically for MP?

 

I like the Dragonslayer DLC, but that questions was something that I've been wanting to find out.

I wouldn't expect answers regarding the DLC, but it would be cool to know what exactly they can change week to week versus needing a patch.

While I feel that you have many great questions that many others share, I feel like they can probably not answer any of the business related questions as it may reflect poorly on their company to answer candidly. EA/Bioware's internal business is their own. I doubt very seriously any dev wanting to keep their job are at liberty to get into the hairy details.

As far as what can be changed, I think st bluke mentioned that things like numbers can be tweaked but bringing in a whole new ability requires a patch.
