While I'm not happy at all about these weapons, it's pretty much in line with Bio's tendency to mix up lots of things in Thedas, especially in DA:I, in terms of technology and styles of clothing and architecture. They already got 19th century stuff in DA:I, and well, machine guns are a 19th century invention, so...
And before people complain too loudly, Witcher also has its weirdness with talk of mutations and DNA and genes. CDPR kept the material culture pretty consistent and cohesive in the games, but lorewise Sapkowski made a pretty ramshackle mess of things. It sort of works in the stories if you don't think too much about it.
People at Bio probably thought they were cool, and a lot of fans will possibly agree with them.
Except the witcher universe see magic as a science is always been part of the setting since the beginning on the books...Mages,Alchemist study those matter as a science and have the tools to examine the world in a very detailed manner...The witchers mutation is an example of that...I Don't see that as a negativity it add diversity and depth to the setting...
For example most people know Vampires as Undead... Vampires in the witcher setting are not undead they birth like all living creatures...
