I liked Emerald Graves and Emprise du Lion for what they are, but they are certainly not cultural hubs. They're lovely, even hauntingly in some places--but if I went there pre-war, I'd get a country feel for them. A nice place to host a garden party or a picnic or a hunting party, but I would certainly not expect the same if I were going to Val Royeaux. The Palace is the center of everything--as all palaces are. They represent the ruler, the artisans, the country's wealth, it's culture. I was expecting Val Royeaux to be ...well at least on the same scale as say, Novigrad. Especially for a capital. (I know you're not discounting any of this and you were also let down by VR I am just blathering.)
This is probably for me one of the frustrating things about DAI, some areas were really well done. Other areas, they probably should have cut their losses on, and spent time on getting some of the other things right.
Could always rework some of those areas that just sucked the life out of the game such as the exalted plains and get them right when it comes to do the DLC for the game, or save them for next time.
