For some reason I was on the Quest to get Iron Bull but the Taventer Troops could not get hurt. How can I fix this?

Save and reload. this happens once in a while in my game also. See if this helps?

Never had that happen. Try doing another quest in another region and then come back to Iron Bull.

I have had this "sort of" happen. Out of all of my PC's, I would say about half have had to hack-n-pew-pew those guys for quite a while, before they start showing health loss. However, they do eventually start taking damage, and the minute they do, it is like any other enemy type of the same caliber. They die fairly quickly once damage is received.
I know that isn't very helpful, but you may just stick with it a bit longer. Also, try switching to one of your other companions. Last time it happened, I took control of Cass and started getting damage almost immediately (when damage wasn't accumulating with my PC mage).

I get this often playing a ranged class, best thing to do is get up close to them and they'll start taking damage.

Yeah, this happens to me all the time. If you're playing a ranged character, target the Vint that Bull is fighting. I think combat is playing on auto until Inq is close enough to know it's Bull, like the dragon and giant fight further down the coast.
