In The Emeral Graves.

(Dragon)

I've halved its life and now it's stuck in a spinning animation, right above some trees.

Spinning and spinning, then slowing down a bit and shooting an ice ball at us.

Been going on like that for 2 mins now.

It's supposed to fly around the area and shooting one ball at us, or 2, then land again.

I went far enough away from it for us to lower our weapons. It's still spinning around up there :P

Look on the bright side: now it's realistic.

The Dragon is called 'Glitch the Itch'. And there's also a bandit in the game named 'Bug the Thug' and he can be found everywhere. :) That's the reason i quit playing DAI, because of Itch and Thug popping up everywhere.

And there's one bandit or whatever he is that can't be found at all. The foe called Servis. I've yet to find the bugger in my game =P

And I see that it has been a glitched quests since launch. It's very surprising that Bioware still haven't patched that quest. (PS4 at least)

I meant more the staying up in the air and bombing part.

The Frostback once got stuck up on its final cliff just running in place.

To be fair, that's one of the glitchiest ones (does that fight ever actually work right?), but it was mighty unsatisfying to kill a dragon that was obsessed with doing the treadmill to the exclusion of even simple self-defense.
