I'm going to go with the Salarians on this one. They unleashed the Rachni, gave the bloodthirsty Krogan the power of interstellar flight and war-making capabilities, and only proved to the Asari that hoarding everything (boooo!) was a good idea.

 

The Batarians were bullies but they mostly just enslaved some people and annexed other stuff. Hardly on par with the Krogan, who in their own defense were only turned into nearly-galaxy-conquering monsters because the Salarians gave them advanced tech.

 

The Quarians meanwhile are famous for their excellent soup-making capabilities, the Volus produce Payday bars, and both often supply their foodstuffs to Turian-run hostels.

 

The Geth hide behind the Perseus Veil because they're shy little abominations. Relatively harmless unless provoked...or hacked.

 

The Humans, Drell, Vorcha and Collectors did not contribute enough to pre-Reaper politics to make a big splash for better or worse.

Honestly most of the races did something. We can blame the Salarians for the Krogan rebellions all we want, but the other races weren't exactly coming up with solutions either. The Turians, Asari, and Salarians are all equally responsible for the situation with the Krogan imo.

 

However, the problem of the geth lies solely at the feet of the Quarians. The council had already outlawed AI development so that entire fiasco and its consequences are the Quarians responsibility.

The Protheans intented the Asari to be the next dominant race, so they left them Element Zero (which is why all Asari from Thessia are biotic), gave them technology and left them a beacon with information about the Reapers. What did the Asari do with that? They hid it and doomed the galaxy for selfish reasons.

 

The Quarians didn't break any laws when they created the Geth. They just continued to tweak and make small changes and gradually the Geth developed conscience.

 

The humans are the one of the most innocent races in the galaxy, if you ignore the few years when Cerberus was meddling with stuff. Aside from the First Contact War humans didn't do anything bad and even that was mostly the Turian's fault.

Who else is that good? The Hanar? They employ assassins. The Volus? They wield massive economic power and obliterated planets for profit. Maybe the Elcor... I don't think I heard anything bad about them.

They can have sex and can have offspring, but only 1 out of 1000 survives. So it's even worse than just not being able to get females pregnant.

Hard to argue with the salarians as much as I like them. Likely the krogan will be even more bloodthirsty after the genophage being cured.

I had forgotten about the Asari because the reveal of the beacon happened after the reaper wars started. Most races have done something shady at some point, but that is hardly surprising it wouldn't have made sense for any race to be completely clean.

Salarians easily. They are the standard "cause huge messes because they do stuff just because they can, without thinking if they should" mad scientists.

Everyone has their faults but its salarians who screwed things up the most.

If by "better" you mean "more chaotic," then yes. Posting in this section will allow it to feature significantly less weeping and random hatred to sift through.
