In my opinion, the basic content shown in the sex scenes of the Dragon Age franchise is appropriate for this series. No single game deviates too far from the others at least in style, Inquisition does show more skin than Origins, but that is to be expected from the quality achievable now. For myself, I am glad that they moved away from the lingerie of DA:O and DA2. Sex between consenting adults should not be too off-putting, and the level of nudity featured in Inquisition was tastefully accomplished.
If I want or expect more, then I will find it in The Witcher 3: Wild Hunt (which came in the mail yesterday). There I expect to see more of a hardcore take on sex, and even then it's appropriate content for how that franchises world has been depicted. Prudes should just go play Mario Kart.

My understanding is that game devs normally report things that they think will impact the rating to the ratings board as part of the submission. Because getting people to play 50+ hours of RPG hunting down all the oral sex references is probably a bit of an ask.

It can be argued that a rating system implies a level of censorship given that a market could shrink upon a certain rating and that obviously companies want the largest market and so obviously the ratings in that way "censor" the development process. While arguable that is such a negative and excessive line of thought that it may say more about the person arguing it than the system in place.
