In my opinion, both sides are at fault for the war.
With my interpretation of the codices, Red Crossing was the elves' fault because they made a horrible accident. A small group of elven soldiers decided to believe and follow someone who was blinded by grief, and they were convinced that one of their fellow soldiers was planning on betraying them to the humans. These elves went to Red Crossing armed and armoured, not because they were on a diplomatic mission with the humans (and definitely because they intentionally wanted to invade the village) but because they wanted to confront and bring back or kill Elandrin. Then the chantry sister appeared and then she was killed by Siona (while the other elves were like, 'oh man, Siona just killed an innocent girl holding flowers) and then some human villagers arrived to fight the elves. The elves killed them in self-defence. At some point, Elandrin arrived in time to see his lover dead and refused to leave her despite the other elves warning him about human reinforcements. The next part is a bit more ambiguous. Either human reinforcements arrived while the rest of the elves were still present, and the humans understandably refused to listen to any attempts at diplomacy, or the elves left Elandrin behind and only found out about his fate when they found his body in the river.
If you hand this codex in to the Dalish clan at the Exalted Plains, then the Dalish will acknowledge their fault in what happened at Red Crossing and attempt to offer their apologies to the modern Red Crossing.
I have not read the first or second World of Thedas, so a lot of what happens after is just my speculation. The elves would have no reason for attacking the humans after Red Crossing, because they realised they made a mistake and elves like Siona are probably in the minority. Though they did maybe fortify their borders in preparation for any retaliation. The humans, on the other hand, had every reason for attacking the elves. In their opinion, a group of savages just senselessly attacked one of their villages. Therefore, it is probable that the humans were the ones to initiate a large-scale military attack.
And so the Chantry used Red Crossing as war propaganda and the situation between elves and humans escalated into full blown war, with the humans underestimating the prowess of the elves and the elves making considerable progress into Orlesian territory. It wasn't until the elves were besieging Val Royeaux (a process that can take months or years) that an Exalted March was called.
I believe that war was inevitable between the humans and elves, and that Red Crossing was just the catalyst. The Orlesians were looking for any reason to go to war with the elves, and Red Crossing was a decent reason. If it wasn't Red Crossing, then maybe it would've been a murdered Chantry missionary or a waylaid hunting excursion. Saying that the elves were solely at fault for the war (despite Red Crossing being a mistake caused by a handful of elves) is like saying that Serbia was solely at fault for World War I, and that Germany and Austria were only passive reactants to horrific crimes committed against them. As Bioware seems to be fond of using real-life parallels, I think Red Crossing is a good parallel for the assassination of Archduke Ferdinand.
As for the reason why the Exalted March was called for Red Crossing rather than Val Royeaux, I believe this was propaganda purposes. The Chantry probably wanted to portray elves as either lesser people (city elves) or mindless savages (Dalish elves) and it would be embarrassing to admit that an organised force of competent elvish fighters nearly put Val Royeaux in danger. The Chantry does love its propaganda. Either that or the writers hadn't fully developed what had happened yet.
So in short, yes the elves were at fault for Red Crossing (due to making a terrible mistake) and the humans were the ones who probably escalated that into a full scale war. And both sides (but especially the Chantry) twist things to suit their own purposes.
I can't believe I wrote this much on a fictional historical incidence involving a fictional race and a fictional land.
(Also I'm really confused about this. Are there people in this forum who roleplay as elf-haters or faithful Andrastians or Tevinter lovers as opposed to giving their actual truthful opinion?)
