OT: Talon merc would probably get the win for supa-cheeze in my book. Grenade spammers are close a second. Drell's probably edging out others because of insane speed to get to spawns and unleashing holy hell with clusters.
That said, I like most of the nade kits and rarely take the Talon out unless I'm feeling exceptionally filthy.

No, not cheap, but easly the easiest to play kit.

Because they don't know how to play this game yet. Once you know how to play, Jug is the easiest kit to figure out. It's all about position with the Jug (I prefer 69 myself).

I think the Talon Merc is a terrible kit, but not cheap. While you can spam lolCain Mine to kill, the guy basically has no survivability, especially if you want to do damage with your bow. The dude basically has no shield and health, totally map-dependendent (need 'nades for damage), and if you end up on a map like Rio (and you don't play it PUG-style), you will find yourself in a sea of frustration.

TGI and AIU have both strong offense and defense.
Just from observation (because I haven't actually ever played it), the Jugg actually doesn't seem to have perfect survivability on its own. It's so slow that ranged heavy hitters can tear it apart if too careless, and it can be cornered and whittled down especially by crabs. It requires teammates to draw some of the aggro and kill the ranged enemies <(most of the people who play it do this), the jugg themself to kill reasonably fast, or map exploiting like the box of shame <(or this).
Using it in a pug and holding down the melee button is pretty easy and one of the cheapest forms of leeching, but with AIU and TGI all you have to do is Cloak> stim or RM to escape literally any dangerous situation other than an in progress banshee, scion, atlas or crab sync. Especially the AIU which runs at warp speed and self revives even if you somehow fail to avoid the enemies while cloaked. They are far more surviable than the puggernaut with not a whole lot of extra effort required over the "hold melee" strategy employed by most.
I wouldn't say the Talon has low survivablity. It has the same shields and movement as most human kits but doesn't need to get anywhere near enemies to nuke them all into oblivion as they spawn. If anything it is above average because there's virtually no risk of it actually being hit.

I would say Geth Trooper. Played only 15 waves with this kit - because I don't like flamers. 11 of those were a successful Platinum solo. That's all I needed to know about this kit.

Pretty much you can make the Merc into a better Cain Spammer too. You don't have to go into melee options on fitness. AP arrows are really the only thing that need melee damage. Don't get me wrong Concussive arrows gain damage but they still have utility if you take full fitness and no melee. Concussive aren't really taken for strict damage purposes generally when AP are so much better than them as well. Add a charge based weapon that staggers like the GPS or Graal and you still have great arrow damage even without the melee strength.

Grenade Capacity TGI. Far and away, hands down. At least it takes SOME skill to use the TGI when you need to limit your packs tactically. If you can carry like 7, suddenly, you can brute-force through almost any skirmish and all challenge is gone. Combine that with their absurd Assault Rifle damage boosts due to Cloak Tapping, and running to Ammo crates regularly anyways, and... damn.
I'll also be different and say the Acolyte Cryo Soldier. No joke. I scored 210k with this last night, in gold, in a team of 4. If you've never seen 2 banshees and 2 brutes die to Concussive Shot within the same 3 seconds of each other, you've never played this for yourself. The obvious downside is no special survival skill, so it does take skill to use, but damn does it wreck faces.

Anecdotally, my Volus Merc regularly gets revive medals off Juggs in pugs.

Indeed this is the truth, and successful Juggs generally are most usually found in teams that kill the ranged attackers fast.

There may be a pattern with the last three, other than they're all going to be using an Adrenaline 3 mod.
By 'cheap' I'm taking to mean quickly murdering everything. If, however, it should be defined as ability to kill with impunity, then it's simply anything with tactical cloak.

I'd say Batarian Soldier, myself. Amazing armor damage, epic cheese, and you can stagger+aoe damage just about everything in the game. Plus he's tanky as heck, and has amazing melee damage. He's the perfect combination of everything in the game; the only possible way to make him better is to give him rocket boots.
Someone earlier said Rio was hard as a Talon; I find that much the opposite. The walls in the middle allow for really easy tripwire placement, and the long lines of sight let him snipe enemies like crazy. Plus two ammo boxes for grenades. Just about one of the easiest levels there are, imo. Then again, i don't spam mines, so that might be it.
