The heats in Zelda, weapons in Metroid, upgrades in Mega Man X, powers boost in Saints Row 4, datacrons in TOR and numerous other examples. Do these add to the game for you and how long do you tend to wait before going after them?

In my case I simply adore such power ups. I love seeing the character I’m working on progress and become more powerful in general and these power ups are a fun spin on a leveling system for me. As for how soon I go after them typically I do so immediately or as soon as I can. Each one is a little victory that I just can’t resist going after.

My goal is always to get my character as powerful as I can before actually progressing the story. I don't want her just to win a fight I want her to dominate to the point a looker on would feel pity for her target. Which is typically the result as most game designers seem to design boss fights under the assumption that people won't run down the powerups with such tenacity. Which is probably true.

Shock rifle + Double damage powerup = mass carnage.

Double damage is always a good choice.

I like getting power ups, although I don't like becoming so powerful that I can obliterate the boss without much effort so the two contradict each other quite often.

It largely also depends on how they do the collectibles. Assassin's Creed style gets really boring and I never get to even 50% of collecting all of them.

Wrecking Vile with the Hadouken in Megaman X1 is one of the most satisfying things in gaming ever.

If I recall correctly I struggled with that one a bit as you needed full health to use it. Then again it was a one shot kill I believe. It was a fun one though I wasn't even thinking about it. Mostly from the X series I remember gathering up the armor pieces and energy tanks. It tended to frustrate me when i came upon an upgrade I couldn't reach due to missing a weapon.

I never played assassins creed. What are those collectables like? As for the easy boss fights. I can see that being an issue if you like the challenge. Either the developer would have to assume the player will collect everything which would upset many, they'd have to make the powers ups benefits inconsequential which would annoy players like me or they risk you over powering the boss. I know some games that really embraced the collectables being over powered. Back on the playstation in guardian's crusade if you got all the collectables you also got an attack that could reduce any enemies hp to one in two turns while fully restorying your hp and magic.

Yeah, but it was great when you got it.

Megaman X4 is almost game breaking after you beat the game with X and unlock the infinite Nova armor code.

They're just scattered all over the map. What makes them annoying is that there is a lot of them, and it just feels like a grind to get them all.

The other option is to have them unlock something useful to your character but not necessarily more powerful than what you have already. In The Force Unleashed you can collect different lightsaber crystals, and one might boost your force powers while another has a chance on hit to drain health. They both offer something to your character, but since you can only use one per lightsaber and you already start with a crystal it's more about your playstyle rather than becoming overpowered.

Because being able to obliterate people in different ways is always fun =P

Maybe this is just nostalgia goggles acting up, but for me, Metroid mastered the collectible powerup mechanic all the way back in 1986, for a couple of reasons. First, the powerups were integrated with the level design, which was centered around exploration: In order to traverse certain areas, you needed to get certain items like the high jump boots or the ice beam; these in turn allowed you to explore other areas, beginning the loop all over again. Second, the number of powerups was relatively small, and each one had a unique function. This meant that with rare exceptions, powerups remained useful long after you got them. You get the morph ball right at the beginning, but you're still using right up to the end of the game. Similarly, the high jump boots could be acquired early on but never lost their usefulness later on in the game. They almost never got supplanted by other items which were just categorically better.

All of this is in contrast to most modern games, which give you thirty million different kinds of weapons and items; if my favorite gun is the expostulating defrembulator, and there's no need, from a level design point of view, to ever use the defenestrating discombobulator, then I'll just end up spamming the former. Paradoxically, more variety ends up becoming less. Other examples of this include crafting systems that allow you to create a dizzying array of items that serve mostly similar functions (i.e. 30 different kinds of healing potions in Skyrim, etc.), or Borderlands' ludicrous variety of guns which you have to constantly replace because after you gain two or three levels, all of the weapons you have are now pretty much outdated. I don't get that same feeling of reward for acquiring an item when I know it's going to be useless after two or three hours of additional gameplay.

Because a contract heard by the Night Mother. Informed the Listener to carry out said contract.

And ipso facto,  Sithis demands it.
