I wanted to romance Liara, and I spoke to her after almost every single mission and was always nice to her in every conversation we had, and I talked to her on the Citadel twice, but she never sent me the email about coming to my room to talk about her time capsule, and I have no idea what I did wrong? Do I have to replay the entire game to fix something?

Seems like I always get it after I talk to her when she's sitting in her chair... then you have the conversation about how she thinks she could live through the whole end of the cycle. She's already getting pessimistic about the war, and this sparks her time capsule idea.

Could you be more specific on where in the game are you?
TBH, it drops random on me, or I just simply don't notice it with the piles of E-Mail Coming through. It can depend on the number of missions you've completed after speaking with her after the Coup(?)...
