I find it's completely dependant on kit.
On my Drell Infiltrator, for example, there is no substitute for drill. Javelin + Drill + Recon Mine = Ultimate Wallhax. I've pegged off a Pyro by the LZ on Ghost from the Rear opposite corner right as it was about to stomp an ally. It was an incredible feeling, and ever since, I cannot run the DAI without Drill rounds if I'm playing him as a sniper. (Of course, on occasion I'll play him as a run-and-gun force of nature with 4/6/4/6/6 so yeah.) Unless I really feel I'll need the penetration (example: preset Cerberus) though, I typically avoid it on many other kits due to Armor Piercing simply being more able to mitigate armor.
So I play all ammos on occasion. Even explosive on a few select weapons (Namely ones that are already explosive, such as the Scorpion)

You'll never turn back.
Paper damage values are generally completely trash when it comes to in game performance. You got powers that can completely decimate infantry over wide AOE on some kits or damage that is built into combo explosions for smalls, throwing on drill lets you dispense larger targets faster deal with annoying crap through walls, teammates, etc, and deal with on host phantom BS as well. I changed out warp on most biotic kits and I've never looked back, similar TTK versus small enemies and a lot faster versus elites.

Armor Piercing 4 - Mainly for my Destroyer with Typhoon
Drill rounds - Mainly used on both the Phoenix and Destroyer and Demolisher kits
Incendiary - mainly for the phoenix vanguard
Disrupter 4 ammo - on any kit for annoying geth...
