Where can I find a lighting rune?

If your looking for runes check the caves. Look for green waves. That is where I found Ice, Fire and sprit runes. I got the schematics for each one. 

I also bought the ones for demons and the undead.

You mean lightning rune schematics? Those can be found at Storm Coast, Crestwood and Emerald Graves, for the three tiers respectively.
