I keep reading about this tree for rogue archer, but I don't see it ever! I respecced and it still is not visible. How exactly do i roll on this assassination tree and make it it appear?

I think they are talking about the assassin specialization, which requires you to specialize as an assassin to get the tree.

If you have a specialization that is not the assassin spec, no, you would have to go back and either re-roll or load a previous save.
