Cullen for me is the best romance. I thought it was absolutely adorable, and satisfying. One of the best parts is being able to kiss him anytime you wish on the battlements.
Dorian and Solas are also great, but they are the only other romances I've tried so I can't say much about the others.
Solas. If you romance him there will be some interesting outcomes.
Cullen. Sweet, good pacing, the scene in the chapel is heartbreaking. And then there's The Desk.
I've only played Josephine's one myself. It's pretty enjoyable, although it is very old school fairytale and pretty Disney-ish. It's sweet, though. She is rather adorable. 
I've done Blackwall, Cassandra, Cullen, Iron Bull, Solas. I enjoyed Cullen the best. I think his romance has the most cut scenes IIRC and I like the little changes to the conversations that can occur depending on the order in which you do his cut scenes.
It's a sweet romance hit all the right notes for me.
