Scout Harding is not an irrelevant side character. She is your contact at every new place you go, her dialogue goes beyond just giving an overview of a new area, and she is there ready to fight by your side when go to face Corypheus.
You get about 4 lines per new area, and her dialogue in each area just has a bit of side banter about some distinguishing feature of the land. She gives you less background about herself compared to Dagna, and you only find out her first name if you flirt with her. She's a side character.
JOH is clearly different, but in the vanilla game Scout Harding is a more consistent Dagna (who also participates in the MQ depending on mage/templar).

I would like any of them, Harding or Dagna, but I think is necesary a new woman for romance, and a dwarf romance, we had elf, human even qunari, but no dwarf.
