But to the topic, I think it's about how the game itself is structured.
If a game wants to focus on the story and use gameplay as a mode to tell and move around the story, then the story is more important to the game, but the gameplay is still important because it's the locomotion to the next part of the story.
If a game wants to focus on the gameplay, then it needs at least a servicable amount of story, to really the point that either it needs to decide to not give a story or at least tell something that isn't awful to trudge through.
I also consider the visuals as just as an important part of this spider-web tug of war.
