I'll finally get to play the DLC tomorrow and I have a few questions.
What is the max level (if any) that can be reached? Is it easy to reach?
Are there amulets of power or other ways to gain ability points?
When should the DLC be played? Before you the final story mission or after?

You can reach 27 and without much difficulty.
I don't recall any amulets of power, but there is a new Inquisitor ability you can find.
You can play if before or after, and some dialogue will change because of it. I've only played it before the end, but I don't think it would particularly matter when you did it.

Yes, should have phrased that more clearly. You experience will keep filling the bar all the way to 28 but you can't get there.

Because of the content of the DLC I think it just makes more sense to play it in post-game, but you can play it as soon as you reach the minimum level requirement if you want. I do suggest being level 22 or so before heading there.
I usually head to Frostback basin at lvl 20 on any difficulty, though nightmare is easier at 22/23, and I often do it post game because I haven't noticed Cory actually scale to your level and his fight is generally easy without the DLC gear on top of being over-leveled for it. Just a info add some dialogue changes depending on if you do the DLC prior to the well (if you slurp) , prior to Cory fight but after the well and after Cory fight. I've done it in all 3 stages there, and enjoy them all.
On my first run (nightmare), I went to the Basin at 23, got my butt handed to me until I upgraded my gear again and changed my tactics a bit.
Second run through was on normal and I went there at 16 and fared pretty well since I upgraded everything I could before stepping in there. Finished at lev 23 and had a ton of new gear to finish the last 40% of the game with.
