Freeing slaves in the Hissing Wastes: Glitch?

How it's supposed to work:

In the Hissing Wastes, some of the Venatori camps have slaves to be freed: the camp will contain one of those "cage wagons", and when you've finished killing all the bad guys, you'll find a slave hanging out by the cage.  Talk to the slave, say something reassuring, and the implication is that the slave is now free.  If you do this three times, you'll get a war table mission called "Hire Former Slaves as Paid Workers".

 

On my previous playthroughs, I had no trouble finding slaves to free: I just randomly wandered around questing and stumbled across lots of slaves.  I'm uncertain if the slaves have set locations or if they spawn randomly.

 

What has gone wrong:

This playthrough (my 4th), I have only found one slave despite spending hours wandering the desert.  I've found tons of Venatori and Red Templar camps, but only one had a "cage wagon" + slave.  After failing to find any more, I tried finishing all quests in the zone, killed the dragon, left and returned to the zone, exited and reentered the game, and wiped out every Venatori/Red Templar camp I could find in the hopes of forcing camps with slaves to spawn.  I even found the mysterious chantry sister enough times to get Perseverance.  (Also: I checked back at my war table to make sure "Hire Former Slaves as Paid Workers" hadn't prematurely become available.)

 

Is this a glitch, that the slaves won't spawn?  Or have I just gotten really unlucky this time?

 

If it's relevant, I can only think of four differences between this playthrough and my previous ones:

- I waited to do Hissing Wastes until after the Arbor Wilds (though I still haven't had the final showdown); normally, I do EVERYTHING before the Arbor Wilds.

- I have Jaws of Hakkon installed (though I haven't done that dlc this playthrough yet)

- I have the Black Emporium installed

- Bioware has released at least one new patch

They spawn for me normally, so I guess you are just unlucky. There are several spawn points near the camps, so you could try those.

Good to hear, thanks: that at least rules out a patch being responsible.

I would say you're just unlucky this time.

 

In one of my pt I cleared almost whole Hissing Wastes before I found first slave. Then I needed to run around to find two more... At least I was still looking for that damn chantry sister, so I had addictional purpose.

 

Oh! And...

 I once visited Hissing Wastes post game, and I was still able to finish this quest. So it's probably not it.

Two playthroughs ago, before the patch, I had a devil of a time finding slavers, but last playthrough and this one, I've found plenty.  Two playthroughs ago, I had no trouble getting Perseverance, but last playthrough, I had a very hard time finding her, and I even managed to complete the diary quest where you find all the pages. I haven't given up on the Chantry sister this playthrough yet, as I have just barely scratched the surface of the Wastes. I've established only one camp besides the base camp and I've found the merchant and that's about it. I guess it's more RNG fun.

I've had this bug as well.

 

I know full well as soon as you kill the Vint boss up the mountain your locked out of freeing the slaves.

 

In any case, one play-through I wandered all over the Hissing Wastes and only found one slave. I left and came back, still had the issue. I tried saving, rebooting - nothing.

 

Yes, yes it is annoying.

I had a problem playthrough before this and decided it wasn't worth wandering around the desert looking anymore, even though I do find the mission satisfying.  That was the only playthrough I've done so far in which I did Arbor Wilds before I found the 3rd slave.  I also didn't find the wandering chantry sister the 3rd time to get her loot either.  Are those rewards tied to the point you're at in the game?  At the time, I searched for a couple of hours, figured they were only available before Arbor Wilds, then moved on.

Nope. I always wind up doing Arbor Wilds before Hissing Wastes, and I seldom have trouble finding 3 slaves to free... but sometimes, if you bring Sera or Dorian along, you don't get credit for freeing the slave, which is annoying.

 

One game, I got Perseverance after Doom Upon the World, so finishing the game doesn't seem to lock you out of that one.

 

The chantry sister is generally found not too far from the party camps, usually where you can just barely make out the camp. For whatever reason, I never seem to run into her near the mountaintop camp, though.

Had trouble too, and even talked to the same slave twice and it counted as 2 slaves freed. Talked to one more and got the War Table mission.
