I'd do both?
I mean, I'd want to register with the government and be a paid, identity-protected agent. It's a job, you have benefits, you don't fight with the government and your identity is a secret. Like a CIA agent, but with super powers.
The part Civil War (comics) ran into problems was that EVERYONE had to do this. Forced conscription for life is not exactly going to charm people out of their pants.

IMO:
Very-low power - Private, as you're not really that big of a deal enough to warrant most attention anyway. Whatever.
Low power - Public, as you're basically a stronger vigilante that would be better off within the bounds of the law and regulation. Typically stories where this doesn't happen, has to depict the outside world as SOOO corrupt that it could NEVERRR accept the hero. Always feels a bit forced.
Medium power - Private, because you're beyond regulation but could still be trapped and imprisoned just for being too strong. Wait until society is ready, maybe taking example from the actions of the good High powered heroes.
High power - Public, because you're both beyond regulation but also so strong that its pointless to stay secret. Stop messing around and just go for it. For Superman, they have to do that 'Oh he wouldn't know how to relate to humanity if he wasn't staying as Clark Kent!' BS. I do think its BS.
Super-high power - Private, no one will understand. Truly. You're crazy beyond people. Have a human identity to float around the world, but I understand if you don't make yourself known to the public.
So basically it waffles, for me. So it makes sense that individual heroes don't really know where they stand on the public/private divide. Circumstances also direct choices.
To clarify:
Very-low = Maybe not even any superpowers, or even just being powerful. Heh.
Low = Having superpowers but easy to hide and not very strong.
Medium = Having superpowers and not easy to hide but not super strong.
High = Having superpowers, maybe even beyond just that word to describe it, and you're not easy to hide because you're so damn strong.
Very-High = You're pretty much cosmic level and have to 'translate' yourself downward in order to live any sort of human existence.
It also depends on how you're going to negotiate your relationship to your nation and humanity. How much do you respect their laws? How much are you subject to them? Are you willing to be an ally, enemy? Part of, or apart?

Oh and I'd probably be secret. Basing everything else off the 'real world', I wouldn't be ashamed of it or super highly hiding through. Depends on the power, but if authorities tried to forcibly take me, out of no where, well, I'm willing to fight. Be reasonable and I be reasonable.

It always made sense to me.
Clark was raised to be a pretty humble guy. It's perfectly reasonable to not want to be in the Superman persona all the time.
Wonder Woman did the same thing, but no one says that was stupid.

Not everyone has to go full retard shooting lasers out their eyes screaming "UNLIMITED POWAH!!!"
Some people want normality and a chance to not be worshipped and relied upon 24/7, and don't think of themselves as deserving to rule the world because of their powers. For some, their powers do not define them az a person.
Its what I sometimes like about superman, and sometimes really hate about batman. The former gets written as a person who wants to do good things cause its the right thing to do, the later gets written being defined by their super-intelligence and shadow stealth skills. Its not always though, and sometimes they **** up or do well depending on the writer.
But overall, I like the one who wants to be human over the one trying to be beyond human.

Law enforcement trying to arrest you for illegal vigilantism, lawsuits from criminals over excessive force or battery, fines and bills for destruction of property. And these are just in the law field. When yoh take people into consideration who may distrust you for your powers, constantly think everything you do is because of your powers, try to befriend you so you use your abilities to help them, and the loads of crazies who might worship you as a deity or just regular people who'd blame yoh for anything that goes wrong because you weren't there to stop it.
You're better off with a secret identity, or at the very least being careful to stay out of the medias spotlight.

I think Superman and his story is too bipolar and that there's plenty of better examples of a very superpowered person living a life that acknowledges those powers while not having to live 2 lives where 1 doesn't use those powers at all. He has those powers. He should deal with it and use them. He can choose how - it need not be 'UNLIMITED'.
I get it. Really. I get the message. I see the Injustice story. I see the good in this stuff. Okay. I still think its pretty lame.
And I like Superman more than Batman btw.
EDIT: I'm okay with secret identity vs public identity and all that. I just think the repeated emphasis on it for Superman is boring and grating and just plain silly after so much of it. Blah blah he's a god blah blah he's just a man blah blah.
I don't think I'll like Batman vs Superman but we'll see haha.
I like the DC settings and setups more but lately I'm enjoying the MCU 'Hey okay, few of us are actually secret, because its ridiculous for that to happen.'
