I have found (2) of the four keys to stop the gas, after seven inch by inch searches, I have not found the third key.

Has anyone had this problem? And, what was your solution?

With the exception of the first one, all the steel latches should be dropped by attacking mercenaries, who spawn after you close a barrel.

 

If you've closed two barrels and the second wave of mercenaries didn't drop a latch, all I can suggest is loading an earlier save.
