Are the best items the ones with the highest value?

Not always. There are plenty of items in the game that are simply taken off as loot that aren't going to cost you a thing, such as King Cailan's armor set or the Juggernaut Armor Set. Still, you want to have the ability to also have a bit of gold because there are some top end items that will be in the range of 80-200K gold that aren't replaceable, like Spellward.

Usually the evaluated value does reflect relative power, but there are exceptions.  For example that bow you can get as downloadable content is way undervalued.  Also some items are just poor fits for a given build.

I pick up all items and I sell what I can't use at camp.
