Just started a new game and I'm in the hinterlands trying to compete a few requisitions . One needs decorative gems and they are no where to be found. Please help.
Can't find any decorative gems...

Random drops suck so bad. I find it harder with each patch. Since you activated the quest, just keep looting bodies and try bags and chests too.

It's strange because I think it was patch 5 when I was spawned to death by them, then it just slowed to rare chances with patch 6 and 7.

I found 4, on my first playthrough during Day One patch. That quest and the keys for the cages just have the most awful drop rates. I don't see a need to make them so rare either. Like most of the RNG loot in this game, it's pointless and annoying.

I found a lot in my fourth playthrough. Sadly, once you've resolved the conflicts in the Hinterlands, it becomes absolutely rare to find any at all.

Don't bother. Those requisitions are a total waste of time. Like most of the game.

I agree. But I need the power points.

I haven't found a single one, and I'm already in Emerald Graves. I don't need the power points, but I feel annoyed every time Ser Morris chides me for not doing anything at the requisition table.

You really don't unless you sprint through the game. Just complete anything else in the area, everything gives you power. The requisitions are not worth it if you don't get the drops while doing other stuff.

Fereldan locks are the one that broke my playthrough. Never found a single one, including in EdL where there are actual locks -- I guess Orlesian locks don't count, lol.
Requisitions have their uses, like if you want Deft Hands before level 6 or all of the extended dialogue option perks and all of the tactical perks like extra healing potions long before Skyhold. It's true, you could do many an enjoyable PT without ever doing a requisition, but that doesn't mean they are useless.
