Well about Scout Harding...

She's not a "full romance". When you have flirted with her enough, she will eventually ask you about your intentions back in Skyhold. Even here though, you only get to say "I was indeed flirting, let's see where this takes us" or "I was just fooling around". If you take the first option, she will tell you a little more about herself.

 

In the Jaws of Hakkon DLC, she has a vastly bigger role, and will also stick around at camp and can be talked to about all kinds of things. Her level of involvement in the DLC plots indicates that BW is aware of her popularity and might add even more Harding in the future (Aaron Flynn hinted at that in a Kotaku QA, too)

 

For someone not too interested in romance subplots, I sure know a lot about romance subplots.

It won't. Pursing a romance with Cassandra or Joesephine will automatically supersede whatever it is you have with Harding. If you begin a romance with either you will just lose the ability to flirt with her.
