Nay. It's more subtle than this. It's putting dirt and dust under the carpet: no one sees it, no one bothers searching for it, everyone's happy with the cleaning work.

Doesn't matter. Off Topic is still the most sane, least nonsensical part of the forums. Those were just great examples of why. Passage of time won't change how crazy the Mass Effect forums are.

Nothing, that's the image's point. The BSN is contained within a toxic barrel in the image. It stems from when David Gaider called these forums toxic (although he was referring to the game subforums rather than off-topic).

There are a bunch of new mods. Most likely, they're still figuring out what they're doing, and much like when EA blitz-hired mods in 2013, they're making mistakes and doing weird things while they learn the system.
But don't mind me, continue speculating about how a locked/moved thread means the mods are calling Off Topic filth. That's a rational, reasonable assumption.
