I'm at the part where you fight all the fanatics, but I don't think my level is high enough (level 13) and I keep dying pretty much immediately? I can't leave the quest without going back to the start of Year Four and losing over 3 hours of progress. I've tried going up the stairs and I can beat Varnell by getting everyone to attack him, but then I get overwhelmed by the fanatics that keep spawning!!

That one can be pretty brutal. So much so that even has its own strategy page in the Wiki.

My Mage Hawke tries to take them out with AOE spells, and I have Fenris focus on Varnell. Varric snipes the distant ones and Anders heals.
