As the title states.  If I craft a weapon that is above my current level, say I purchased the blue print at the Blk. Emporium, can I use it or do I still have to reach a min.level.

 

Say I buy a schematic for a tier 3 and I am 10-12 level, can I use it if I build it?

With a schematic- your level doesn't matter. You could, theoretically, be a level 4 Inquisitor and craft a tier 3 weapon.
