So I'm guessing you're new to the Dragon Age franchise. Welcome aboard.
You don't actually have to use the Keep to make a world state if you don't want to. If you choose to not use the DA Keep to import a world state then the game automatically has a default world state that it uses. So you can just jump right into playing DAI if you want.
If you're not familiar with any of the options then none of them will really matter to you and you won't notice their influence on your DAI game. If you like DAI and want to get more into the Dragon Age universe, OR you are going to play the game again, you can certainly look more into it later on.
For future reference, the Dragon Age wiki has a lot of info on the previous games, character, plots, and whatnot.
