In my last playthrough (which was also my first) i couldn't complete a quest or something which needed Decorative Gems because i only found two.
This playthrough...and i am still in the Hinterlands...i have found ten so far. 
An abundance for sure. But is this a random thing each new playthrough or what?
It is a random thing. For the decorative gems it is also a matter of timing. After you complete certain quests in the Hinterlands their drop rate will become almost zero.
It's just random. And those requisitions are not important. Just play the rest of the content as you normally do and you'll probably end up with items to finish requisitions along the way.

But i keep finding more...crazy...now i got 14 I do so love gems
