Where did you find/figure out that there was a missing file from the retail discs?
It was very simply:
I have retail disks and to troubleshoot I' ve downloaded the other version of ME2 (repack from digital release).
I' ve installed both versions in different folders (the second version ME2 works fine) and have started to compare files on directories.
And voilà - the difference was only in one file. I've copied this file to original folder and

For Nvidia users, try using the old drivers they made for GT4 (in it time, links on their official site or on Nvidia), it will solve the problem until either party does a necessary fix.

i dont get it it just fixed mine blurred menus but i still cant create character cause i cant get pass loading screen with skull on it after lazarus project scene...

Hi folks, I've run into exactly the same problem, however the rapidshare link is down due to inactivity and any remaining links point to shady pay-for-warez site, which I'm definitely not going to do.. I've scanned all rars on my retail dvd, the file is really not on the disks (I've figured that it somehow does not get unpacked correctly or something like it..). So *please* could anyone who has the file on his harddrive post it again somewhere?

Hm, unfortunately, I did not get any response, maybe the game is just too old now - however, for anybody who still encounters this problem - I've finally got Mass Effect 2 to work!
Key to the solution indeed was the file BIOG_uiworld.pcc. How I got that file is the interesting part:
I've asked a friend to install ME2 on his machine, using *my* dvds. Surprisingly, his installation worked right from the start. Upon inspection of the installation, we saw that he indeed had the biog_uiworld.pcc file in the correct directory. I copied that file to my installation and the game now works without any problems. Menus are clear, no crashes anymore. So, the question remains why my installation (I actually installed ME2 twice, a new, fresh installation after the first one crashed showed the same problems) did not contain the file?
I suspect one of the two reasons:
1. Its somehow related to the graphics hardware found on the target machine (unlikely?)
2. It is *related to the language used for the installation*: Although I bought the DVD in germany, I chose english as the installation language to get (in my opinion) better voice acting. He chose german as installation language - maybe the biog_uiworld.pcc file installation is broken for the english installation path. That might also explain why this error does not surface too often..
So, anyone who encounters the missing file after installation problem, try a different language setting for the installation. It even seems that once you have the file, you can copy it to a different language installation. I'll report here if again if I find any problems with that while playing the game..
