Judging from the pajama-ish appearance, I'm thinking he's probably intended as a sample Inquisitor?
The guy was labeled with the same name as the Orlesian Noble arguing with Josephine in Haven. Likely, the screenshot was an early model of him.

Personally, I think that screenshot makes him look a lot more badass, kinda like a medieval Agent 47.

Masks are cool and all, but he's seriously badass looking compared to the sniveling guy we meet that is trying to act big and hides behind a name to gain a land he doesn't official own yet. I have seen Gaspard without a mask though on a mod site... it's the opposite with him. Far more intimidating with the mask on!

He's the French Connection. Lel and Josie have been using him to front their smuggling operation and it's Inq's job to uncover their secret and shutdown the elfroot trade in the Dales.
I think the girl with the weird mask is one of Celene's ladies-in-waiting, but I could be wrong.

It's The Antivian Inquisitor with his own Antiva Inquisition! They are infamous for bursting in and proclaiming that no-one expects them. Currently, they are sleeping with the Crows and it's rumoured the Inqusitior is sleeping with Zevran. However, the Inquisitor must fight the Inqusisitor before the Inqusitior shows up and declares war on them before another Inqusitior turns up and unleashes the Nugs!

(Seriously, what is up with Star Trek making everyone in France in the 24th Century speak with an English accent? Maybe that's why Picard's father and brother are shown to be complete and utter stick in the muds, because as old fashioned traditionalists, being born as English-sounding Frenchmen was just too hard for them to stomach.)
