That's the thing. It had potential, and Bethesda dropped the ball big time. It didn't work, so trying to pull a similar thing again with more family forcing and hurting player agency is such really really stupid.
Erf I don't want to play a mom or dad , I would feel slightly guilty everytime my pc is high as kite on chems or feels like having sex with ghouls and sex bots.

It's just a direction they take here. They don't need to learn anything in general at least. They pretty much do what you're asking for in TES, which are just as open ended as NV.

I'd probably be excited for this if I had a PC that could likely play it. Obviously don't know the requirements but I'm guessing my clunky old machine won't run it if I'm down to running Skyrim on high due to the number of mods I'm running. No mods, no point, with a Bethesda game. Maybe in a few years I'll be picking up the edition with all the DLC.
EDIT: Also, I really don't want a voiced protagonist or a set one in these open-world sandbox RPGs.

But then, I just play them as a sort of medieval detective / explorer. Stumbling upon oddities and murder scenes and stuff. The environment tells all the story I need.

NV gave you a background - even the original fallout did that bit, as did Fallout 2.
NV gave you a pretty basic one, at least until Lonesome Road
NV does give you a forced back story via DLC more or less, though.
The only forced thing in the dlc is you delivered a package earlier and had a preferred courier route. That's really it. Nowhere near as bad as forced family.
