It will be Fallout 4, it will be made my Bethesda Game Studios. It will not be online and it will be a great game. If you didn't like Fallout 3 i can understand that, personal preferences, but it was a good game in terms of production etc.

And been bad at writing endings or making the thousands of decisions made throughout the game feel totally irrelevant.

I prefer alot of aspects in FNV over FO3, but the atmosphere and the open world, exploration etc is where Fallout 3 is just superior. Bethesda has never been good with story. In Elder Scrolls they have awesome lore, but are just bad at telling it, they need to evolve in that department and we will have something grand.

I've thought on this more and I'm going to tell you guys and gals what I think is going to happen. I think that when the timer finishes its countdown, the main site will unlock and it will have a couple of sections that aren't very informative to us. Basically, a section that's called "What is Fallout?" and gives a run down on the history of the Fallout Franchise. We might also get a merchandise section and something that says to tune into E3.
Don't expect a trailer or gameplay, we'll likely get one (rumor has it that the gameplay will be shown to the press behind closed doors at E3) or both of those things at E3.
I'd say that an October release is likely, because they were shooting to release Fallout 3 on the same day that the bombs fell in the Fallout Universe. The real question is: October 2015 or 2016? We're really close to release though, I never recall Bethesda announcing a game more than 11 months away from release (they announced Fallout 3 at E3 and released it in October and Skyrim in December at the VGA and released it in November).
All I am saying is don't expect jack diddly **** from the site when the countdown timer finishes. The site in and of itself (not what it may contain) is what we should be excited for, because we now know that the game is in development and not far out from release.
Then you don't like the Fallout series, you just like Fallout 3. I'm not saying this as some sort of elitist, but the series has a tone and atmosphere that Fallout 3 missed and which New Vegas nailed.
Fallout 1, 2 and New Vegas dealt with big chocies and morally grey options, but it did so with the backset of a hugely comical world, where the culture of the mid 1900's was blisteringly satired. Fallout 3, by contrast, took this 1950's persona and, instead of injecting it with humor and fun juxtaposed with brutal violence and oppression, made it stark and bare against it, almost adding a horror element to the entire game.
I found the game to be somewhat boring because of this, because at no point did any of the characters grab me, any of the quests entertain me or any of the world stick with me. And then it boiled down to cookie cutter, flat endings that really flouted the reactivity shown in previous games. These are all things New Vegas picked up and turned around... which makes perfect sense, because Obsidian is practically made of Black Isle (the developer for FO 1 and 2) alumni.
I'm not saying your opinion is invalid or even that they shouldn't take the preferences of people like you into account... but Fallout is not a series that is a grimdark shooter with little story. That's what FO3 felt like to me. And I'd be disappointed if FO4 goes down that same route.

I agree that the the Capital Wasteland was more interesting to explore and that's because Bethesda specializes in making worlds. But Fallout 3 was worse than NV in literally every other way, which really showed on the RPG side of things.
