If they're giving you the refund via Steam Wallet, that essentially means you've spent money on Steam cash instead. It's like how businesses profit off selling gift cards.
They give you a refund through the payment method you used to purchase the game. If it isn't applicable or you used the funds from your Wallet/used a Steam card. Then the refund is credited to your Steam Wallet. So I'm assuming if you use a credit/debit card you would get a refund that way.
