Just responding to the OP here, most of that is a result of the story being written for a human-only protagonist. There's really only so much you can do when you shoehorn in extra races once all the work is done.
Beyond that, I thought the characterization of the elves was fine. They needed to be shown as responsible for much of their current state, in order to be in a position to do anything about it. If everything bad that ever happened to them was the fault of someone else, then the Dalish would have been shown as truly powerless. If they couldn't fix things when they were at their strongest, what possible hope could they have of doing so at their weakest? If they are responsible for some or all of it, however, then those are lessons the elves can, in theory, learn and correct about themselves to be better in the future.
I view finally taking responsibility for their past mistakes, rather than blaming humans for everything, as the first step for them on the road to relevance in modern Thedas.
Also, the Dalish Inquisitor had the only reason to be part of the Inquisition that mattered: Not letting the Breach and Corypheus destroy the world and everyone in it.

I like the fact that the elves aren't and weren't powerless victims either.
Also, it just occurred to me that Lavellan wasn't the only dalish elf there. Not only can you recruit a dalish elf, but at the market in Skyhold there are two dalish elves talking about Fairbanks. One of them going,
Younger elf: "Oh, Fairbanks is hero who helps the people."
Older elf: "What people?"
Younger elf: "People who need him."
Older elf: "That is so vague as to be meaningless."
So, as far as we know Lavellan could have reached out to them and past the time with them. Sure its not shown, its headcannon, but with this game you do need a lot of headcannoning to begin with.
There is that one human who is racist against elves, but he is usually accompanied with a dwarf who pretty much tells him, "You're an idiot, you know that." Which shows that there are racist morons there, but there are also people who point out just how dumb they are.
Just know the combination to get your clan out of harms way and don't recruit Sera, then everything is tolerable. Really, the only one who is blatantly nasty enough to constantly dish out flack against the elf quizz is Sera, and just like that dwarf you can call her a moron for it. You can also kick her butt out or just never recruit her, since by her reaction to you in her intro the elf quizz is given a bit of an idea of how anti-elf she is.
Lol, just remove Sera and then everything is sparkles and rainbows. Though she does have one redeeming quality for an elf quizz and that to show that the other people in your inner circle really don't have a problem with elves. Her and Blackwall are bffs and the only one who treats her badly is the Iron Lady. But the Iron Lady treats everyone badly, particularly Blackwall. So even if you didn't have green sparkle powers, you wouldn't be treated as less of a person by them.

If Lavellan doesn't constantly dish out flack to Sera the way that other Dalish have in the past, Sera doesn't dish out flack to Lavellan. And Sera's not anti-elf so much as she's still angry at the way that other elves attacked her in the past for not being "elfy enough".

The reason why I say anti-elf is that she has elf issues. Sure she won't disprove of you helping that elf in the Hinterlands and you can make a case that reason she disproves of Briala in power doesn't exactly have do with her being an elf. But if you make a speech about how you will stand for elves, she disproves. However, if say you'll stand for dwarfs or qunari, she approves. I can't take that any other way then her having elf issues. Also, she is against them having their own culture and thinks they should just be as human-y as possible.
She is angry at other elves in her past for attacking her for not being elfy, so she is going launch an unprovoked attack on Lavellan for being elfy. Its not right for Sera to have been mistreated by the elves in her past, but at the same time its not fair for her to take her anger towards them out on Lavellan if she/ he is accepting of her. Just because some people of a group were sh*t y to you doesn't mean everyone in that group is an a hole. She seems to already assume Lavellan is like the elves that look down on her and that's not fair to Lavellan at all.

Never will forget how we trashed the Dalish religion
And I think the Lavellan popularity is only in the forum, I remember a David Gaider twit where he said human representes 80% of the characters in DAI, so it doesnt left a lot of players who played with this background.

She hasn't done that in any of my Lavellan playthroughs so far.
