Superhero Registration Act: Yes or No?

My solution is, make it optional as opposed to mandatory.
Provide the option for heroes who wish to be registered, whilst allowing those that don't to remain unregistered.


What would that accomplish? It puts those who register at risk for exposure or even retaliation from "hardliners" who refuse to register, while not helping identify all potential threats.

You'd have almost ZERO villains sign up, which really defeats a large portion of the point.

The mandate must remain part of the bill, along with clear, stiff penalties from those that do not sign up. That's the only way for healthcare costs to remain equitable!

And, if me sort serves me correctly (SERVE ME, MEMORY!), the Act didn't require everyone to register... it just prohibited anyone from doing anything with their powers (like vigilantism). There were a few heroes who just quit and went back to college or their full time jobs.

I'm not sure how that would play out if you had innate super powers, though.
