Yes if we where to be overly literal, saying filth off the floor tastes bad is technicaly a matter of opinion or even being beaten. As far as story goes a silent protag is always bad and your examples don't work as the voice acting aspect has nothing to do with the benefit of a protag as far as story goes, that is a cost to the studio and a drop in the ocean if we are going by other costs. The benefit of a silent protag for some and why characters such as Link, the Warden or Dovahkin are popular despite having 0 personality is that people project on to them, so it's story vs projection, neither choice wrong I just prefer the former.
Silent protagonist games can still fit in more dialogue options. It's not quite as cheap as you'd think to have voice acting in a game like Fallout for the main character.
What is a fact in all of this is that it takes less resources to write the dialogue than it does to write the dialogue and have somebody voice act it out, unless for some strange reason your voice actor is working for free.
Look at Mass Effect. As much as I loved the game, there is really only 2 types of Shepard you can play as.

I am of the belief that devs have the right to do what they want in regards to development even if it bites them in the ass.Its not their job to cater to gamers. Just tell the story they want.
Well devs are free to do as they wish with their own game.
Although gamers are free to complain about it to let them know that they're not happy with the direction they're going and that it may hurt you in the long run to go down that route.
