Servers are down, and my stats on N7HQ are at 0 for some reason 
Is the multiplayer over?

That reallly sucks if true. I never did get a Lancer.
It also really sucks this had such a good community and Bioware stopped support before it was even 2 years old. Not only that but the trilogy was just released, new players were coming in. I'm going to have a very hard time supporting Bioware anymore.

The Trilogy Edition came out 1 Year ago on multiple platforms.....Multiplayer for Mass Effect 3 came out 3 year's ago..You are really late to the party, by 3 years ..You Scurb.. ( I said Scurb and I meant it)....Your problem, not ours. Goodbye That 2Fase, you were a really funny dude.

Its not over, EA servers are down for more than just Mass Effect 3. Check this out. Evidently they're coming back up, so I'd try to reconnect in a few minutes here.

They made some major changes over the past 24 hours, some of the downtime is probably attributable to them switching server modules. And they might have underestimated the extra server load from enabling the voice chat - since everyone has to try it out immediately, right?

I think it's pretty safe to say that multiplayer will be around until ME4 is released. There's plenty of people still playing it, and they don't want to lose players to other games prematurely
