Depends on if you want to specialize it for a particular class or use it as a general purpose one (I.E. All of the Heal on Kill stuff! ALL OF IT!)

What you need to do is look at all the possible buffs the available upgrades give you, and consider which would synergise best with the build you're looking to create.
Then you craft all the heal on kill stuff.
(Maybe some +Magic or +Attack buffs too).

Is HoK really worth it when the staff does heal on hit already? Rather save the relatively rare cottons for other staves.

I'm a nub myself, but I got a Vigorous Staff (almost identical to deathward) and I slotted it some crit chance and attack% to make up for the lower dps compared to the archon staff of fire I used before. Worked out well, much more survivable and no appreciable damage deficit in game.

I use Deathward purely for defense, and only if I'm on barrier duty on Keeper or Virtuoso do I equip it over the Dragon Staff (or Mindchill vs Inferno Dragon), so I put full constitution (38) and heal on kill on it. You won't do much damage, but if all you're casting is Barrier and CC abilities, might as well have some beefed up defenses.

with superior cooldown ammy and a cl ring any class with cl will pretty much own on lower difficulties, the problem will be the low attack of the weapon on peri or fc thret/peri
I prefer fury or mindchill (don't have dragon yet) most of the time or if its a frost dragon then i'll use pyre, don't waste mats on dynamo or anything else, if I was you i'd spam crit +attack to the deathward and save HoK for other things (because its got such a low base) basically anything that reduces cooldown and increases the amount of damage you do with aoe's will be best, but hope you have belt of healing to help you make the most of the staff's aoe heal ability (because its pants using normal hits)
