Has anyone been able to figure out exactly how the Keep determines whether your overall judgments were stern or merciful or recruitment based?

 

Because I didn't make a point of following any specific theme for my entire run of judgments, I just tried to judge each on it's own merits. How much mercy one feels Alexius or Denam or Poulin or Blackwall might be completely different. I was told I was a merciful judge but I counted numerically more harsh punishments than merciful ones.

I don't know if the Keep is really accurate on that part. I got a merciful judge when I was clearly playing an evil inquisitor as well.
