Which would give me the better chance of upgrading/filling out my weapons manifest? I have all the weapons up to the Rare ones and leveled out to 10 and all the equipment leveled up as well. So, which would give me a better chance of getting and maxing out the N7 weapons?

I think the only difference is that you can't get characters from the Arsenal pack. So it's the same.

Well, those are all maxed out. So, doesn't really matter than? Joy.

It's pretty much based on luck. Some have found it better with Arsenal, Premium, Spectre, or Reserve. I prefer "Arse"nal packs, but Premium S.P.E.C.T.R.E. is also good too.

PSPs can still give you common character cards, since those repeat, whereas Arsenal Packs never drop character cards of any sort.

The characters, when they drop, occupy a slot that could potentially have dropped a UR, so it's not the same. This is why Arsenal Packs are the way to go.

I maxed my manifest with vanilla Spectre packs. Can't be the only one, right?

My rational for it had less to do with UR drop chances and more with silver consumable drop chances. For 300k worth of packs, a possible of 9 silver consumables can be gained from PSPs and other 100k packs whereas vanilla Spectre packs will net 20. Hell of a difference in terms of bang for the buck.

At either a 3 (50 packs) or 6 (100 packs) million mark I'd max out my consumables with JEPs  to maximize silver consumable drop chance and then spend the rest on Spectre packs. If I remember right the drop rate I got averaged out to 1 UR per million credits spent.

I buy Specter Packs when I do the maxed manifest/deleting the DLCs trick to get good consumables (and not all sorts of nonsense like headshot VIs, strength enhancers, etc). If your priority is maxing your weapons and not consumables, gotta go with the 99k packs though (Arsenals if you're not trying to get character cards for N7 Mastery or whatever), you're obviously getting more UR's for your money that way.

Until you've maxed your characters. Then, they're the same...

*Except PSP's you don't have to scroll down for, making them fractionally quicker, making them fractionally better. :P

APs give me plenty of character cards on my lower level accounts. And Reserves give me weapons and mods ... just because I assume.

Yeah....i agree, if your manifest is maxed, i feel AP are the way to go since they give you high end ammo powers and equipment....i still buy PSP's, just because, but i buy more AP than PSP's specifically for this reason. And i'll always buy Jumbo packs just to keep my ops packs/missile and other supplies up...

Jumbo Equipment Packs all the way.

But seriously, Arsenal Packs and Spectre packs (the latter to keep a good number of consumables).

AP, RP, and PSP will all give you the same chances of getting Ultra Rares.  AP's will only drop Level IV consumables if they don't give you URs, so they are the better choice unless you want character cards for leveling up (like if you promote).

Spectre Packs are good too, especially to help make sure you don't run out of Level III Weapon Amps.
