How does one obtain unique armors?

I can only craft rare (blue) armor?
Is it a drop? (If so where?)

if you craft the blue armor more options will appear

You have to unlock them by crafting the lower tier armour. I think you unlock the second tier armour once you've crafted all the beginning sets. After that you can unlock upgrades to sets by crafting the base set. As in, crafting the Katari arishok pouldrons will unlock it's 3 follow-up sets even if you haven't crafted all the other Katari sets.

 

Don't bother using your best materials for crafting armour by the way. The level of the materials does not influence the level of the armour, so just use tier 1 materials for crafting armour.

yes, you see the Tiers under Inventory/crafting materials - just click through the materials, all information what they do/are is listed there

No, you don't have to craft all the available armors, just the basic version for every tier. That's the ones without a name between brackets. Most classes have 3 "sets" (basic, upgraded & inquisition), except Katari and Necromancer. They got an extra set because their first two are exactly the same visually. The three new classes from the DLC have only 2 sets I believe (no inquisition), but I'm not entirely sure so someone will have to confirm that.
